[Monitoring] Monopoly Suduko - High repeat of the "pay the banker" chance card

I just got done playing expert.  I made out with 6k monopoly bucks.  EVERY single CHANCE card I chose was the "pay the banker" And this isn't just a one time thing.  This happens WAAAAAAAAAAAAAAAA...

@EA_Illium It is just more of a pain cause it is monthly now. Just not right. So many other games too that need to be fixed/
