Monopoly Sudoku Issue with Chance Cards

Everytime I choose a chance card it is always the same one no matter which one I pick. It is always the pay card 98,000. Makes it hard to make money to advance in the game. Please let me know if you ...

    Keep trying and don't give up! Often, I pick all winners one day and other days all losers.
