Quinn's Gifts of the Sea Section 5 locked

For several days now sections 5 of Quinn's Aquarium Gifts of the Sea was supposed to be released.  We got a message about free powerups to use in this section.

The new section however is still locked, nobody can access it all we see is Bonus Play from section 4. 

Will this ever be addressed?
