Can I bulldoze utilities to make space for larger facilities?

Yes you can. And depending on the utility purchased you may get a refund of fifty percent of what you initially paid. Highlight the item you want to bulldoze and at the right hand side of your screen tap the bulldozer. A subsequent dialog box will appear letting you know if there is a possible refund and to proceed with the process Keep in mind all buildings in SimCity can be bulldozed.
