Then unfortunately, you are not able to take the loans. Let your parent / guardian know that you'd like to purchase some money from the Simcity BuildIt store. Don't do it unless they give you the permission.
Just be patient and try to grow or build the most expensive items available to you, and sell them when you can -- either in the Trade Depot or when the game prompts you to sell items to various other mayors. Don't sell nails or other items you need for upgrading buildings unless you have plenty of them. Unlike PC and Mac versions of Sim City, this version is really meant for people to play on mobile devices in short stretches of time, so don't try to do everything at once.
