Same for me, capped at Level 36, 12 Levels to End with Premium pass.
From my Point of view EA miscalculated the caps, dontˋt think I is possible to reach Level 48..
So very frustrating, will now just collect some Point to keep my City Status.
We'll see, there are 12 levels left so in theory it should be possible to complete the Mayor's Pass. I guess it depends what the points for each level are.
