How can players with ~1.5M pop. afford extreme war card upgrades (e.g., Magnetism 14)?
The population doesn't matter. My 2nd city has 285887 Pop. and Magnetism 16.
You need to play brave in the COM (It's easier to finish the COM with a Level 18 City! - i can't remember, i finished all COM's in the last 2 Years?!).
So you will get SimCash + golden Keys for Magnetism 16.
