Club wars - Feedback

So how do we report obvious hacker/cheats in the Club Wars?  Since you can't visit the opponent's cities, you can't access the in-game "report" feature.  Our opponent's President launched ~20 attacks (one player, not the whole team!) in under an hour, which is impossible given the 12-fuel max, and currently has 45540 points, with 30k of that coming in that first hour.  

And even though our Club has tried to combat the cheats, their entire side has the lead, but all members are under shields and are not repairing.  So basically, your game mechanics are broken, plus it's been hacked.  Once you get into the lead with all your teammates under shield, never repair and you can't lose (because the opponent can't launch any more attacks).  

Do you not have any hack detection in your scoreboard systems?  If a player is posting points at an impossible rate, you should be flagged automatically and deal with it...
