Today SimCity BuildIt was updated with a new feature - Club Wars.

Doof, is your team in the top 100?
I guess participanting in club wars is to fight legit clubs and have fun along the way. My team just finished a war (it was pretty disastrous due to lots of members being busy lol), it was fun towards the end when we will trying to help other members to get to 12k (Some of us got 12k points long before war ends already, so we can help others). One of us actually got to 12k in the last five minutes! It was really exciting lol
I guess fighting cheater clubs is purely for the sake of getting personal chests to upgrade our attacks, so we can be better equipped to fight legit clubs when the chance arises.
But if the cheating is left unchecked, soon, some legit clubs that are very focused on winning to turn to the dark side also. This is bad for the whole Simcity Buildit community and will affect EA’s bottomline since rampant cheating encourages many people to choose to use hacks to win wars. Lots of them will go, “What is the point of paying real money to upgrade attacks and still lose to cheaters who easily get war items and upgraded attacks free of charge, and with no repercussions? If you can’t win them, join them.”
For the record, I will never cheat and totally against it, but I foresee a trend where more people will start cheating if EA does not actively hunt down the cheaters and come down hard on them.

No we are not in the top 100. Top 300-400 depending on whether we have just lost to a cheating club or not. We are capable of scoring 250K easily and more if the opposing team play fair (not cheating, not hiding) so we have aspirations of being a top 100 team. It's just that over the last 3 weeks we have been pitched against Magnet cheat teams 3 times who knock our team score back down. It takes a while to recover the team score from those wars.
My real issue with the cheaters is the lack of action (seemingly) from EA. We reported a team more than 3 weeks ago and they are still sitting happily in the Top 100 and presumably still hammering opponents with endless magnets. The war game is fundamentally flawed and it is VERY wrong of EA not to come out and say this to all the Simcity users. Even worse is that EA continue to sell war card upgrades for real money. This is pure EA greed. What's the point of spending money on card upgrades if they are ineffective against the cheating magnet clubs?

I was asking since I was curious if encountering cheater teams is also prevalent among teams outside of top 100. Looks like staying out of top 100 is still not a foolproof way to avoid the cheaters ... oh well.
Yeah, I do feel EA is not doing enough to suss out the cheaters. I had provided all the evidence and did the analysis firvthem, but still, no action from them. I kind of give up on expecting any action from them. And so, I’m not buying any more war packs also.
