No, sorry kiddo... that’s not being smart.. they are taking advantage of a loophole the SimCity developers better correct before they lose money players.
Go back in history and read my reply to come up with a “shield buster”, similar to a JP or boost or vamp. Used on opponents city, would de- shield them.
