Yeah that sounds like exactly it. I never got a solution either, once got told to not create so many builings (?!). So annoying when you've spent an age creating items go back and it's gone! It's been there for years and years, they did say it's a recognised bug but it's never been fixed, encounter it every time I start redesigning a city/region. Thanks tho, glad I'm not just going crazy thinking there was a build there! Hope devs see this.
