Right, that's the Level 999 ship. Don't worry, it won't actually be unlocked by reaching Level 999. The team has set it up that way so it can't be unlocked yet, but it will be in the future while they work on some features 🙂

I also cannot see the new cargo update.
I have the same problem, while all the slots are open in my wife's account, I only have 2.
I have it my lvl 99 city but not my lvl 66 but I think it the same as when they introduced the trains, still in beta mode.
