Error with utilities in simcity buildit

Issue with providing power, water and waste.  My game tells me I don't have enough water etc however when I go in the figures tell me differently. E.g. I need say 150 and I have 160 so I have 10 more than required but some of my homes still don't connect??? How do I change this
