Global trade hq bug

Hello so i have been playing for almost a month and im at level 24 and the global trade hq, mayor house and the vu fortress doesn't work at all they have onky worked when i have unlocked them. So if someone can help it would be amazing.

    So let me get this clear. I cam just uninstall the game and install and my city will not be lost and plus i can change my age and this will have a chance to work. Im a right?
