Global Trade HQ building unavailable

Help! My son's Global Trade HQ building continually says" Unfortunately this feature is unavailable for you at this time." I've looked it up on your website and I see That the population prerequisite...

Hey @Rykoszet13,

Please try to write in English next time. The minimum age in Poland is 16.
