No, there is a bug in the game.  If you click on an item in Global HQ and it takes you to the other player's Trade Depot, and you then click the item in their Trade Depot, but someone else beat you to it, you get charged for the item, but you see a message saying the item is not available.  The Simoleons do not go back into your account afterward.
