@jamesdad2013 I’m not quite sure what you’re running into…on the megalopolis level I believe you can use up to 15 golden tickets once you have exhausted the normal assignments. You may want to contact technical support, it sounds like a glitch.
As far a the blueprint is concerned the City of Bridges design contest is currently in the voting stage - I’m guessing you have an assignment to submit a design but unfortunately, you missed the window of opportunity.
