There is a player [Removed - Admin.] level 72 who is level 72, his account is a hacked account so he is not playing like everyone else. the new league has just started and he already has43000 popints...

This link Contact Support & How to Report a player will show you how to report a player in game.
However, it requires going to their city. If the player to be reported is one participating in the mayor's contest, there is not currently a way to visit their city to report them as the instructions give.
It is also possible that two different cities have the same city name, so submitting it to the Support Team would probably not yield any result. You would at least need their Game ID. Hopefully they will update the game at some point with the means to visit cities playing the mayor's contest and will open that up to be able to report suspected cheating.
