How is this possible?

My screenshots won't load so I will describe this person's gameplay.

Their city has zero population and happiness. Never unlocked the Monster at 12k population. I am guessing no Vu Tower or Airport either, so how does this person win First Place every time in the Megalopolis League? We are Level 12. His/her current score is a tad over 200kwith 18 hours of the round left. I will probably finish 2nd or 3rd with 180k something. I have a couple more golden tickets to use.

I first saw this person (can't call them a player or many other names), when I was Level 10. After a few rounds of play, I saw there was no way I could win 1st place, so I leveled up to 12 to get away from this person. Now he/she is also Level 12. 

I hope reporting cheaters works on this person too. I did fill out the Report A Player form.
