How long does it take to upgrade the specialty zone buildings?

How long does it take to fully upgrade a building in Tokyo Town (or Paris and London, for that matter)? I feel like I've done a hundred rounds of it and still the little yellow construction hats keep...

There's only 3 upgrades for each specialization, the upgrades require 1, then 2, then 3 specialization items. It should be full size and no more upgrades after that.
