How long is the tutorial??

I have recently bought a new iphone, and I saved the old city data on the old iphone with Apple Login.  On the new phone, I downloaded the game, and have been playing through the 'tutorial' for several days now.  I am currently on level 15, and there are no indications that I am yet 'on my own'.  Just how long is the tutorial suppose to last??  Did I do something wrong?
