How to have a long pause for residential house upgrade?

There are two buttons available when a residential house is ready for upgrade.

In the Simcity Buildit facebook page, it says:
"One of the buttons gives you new architectural plans to upgrade the building, demanding different materials. The other one is a skip button, which allows you to transfer the upgrade to a different building if you do not want to upgrade that specific residential house."

However, I found that it just put the upgrade a pause for 30 minutes. After that, it will ask for upgrade again.

What about the other players? Is there no way to put the residential house upgrade a "long" pause?
