Club Wars are a fools game. Think about it:
Initially you improve your rank by winning more than 50% of the time. Once you've reached the point where opponents play as active and as effective as your club, you drop to 50% win rate and stay at that rank. Now you can go higher by getting better disasters. But guess what? You will end up at a spot in the rank ladder where others have done the same. 50% win rate here we go again.
Now you could argue that you get rewards from war chests for your city development. I get gold, boosters and war cards most of the time if not every time. 2 of these go right back into the fools game.
Even worse: the upgrade of disasters sucks away the golden keys from your city development. You could use them to build rivers, buy buildings, you name it.
The only reason I play wars is because of the victory reward. I accept the 50% win rate and make my 8k every war (1 silver chest in stage 5). I spend almost nothing on war deliveries and mainly use the war currency rewards to keep the fools game running. I only upgrade 2 disasters (b movie and not in kensas - both at level 2 and 3 respectively) which require low material input and destroy exactly 13 houses together which is perfect in stage 5 (14 houses per base) for other club members to finish the jackpot. You could play wars for competitive reasons but you will end up in the cheater rank region, good luck.
If you improve your disasters to be better in wars I encourage you to think about your ultimate goal. If it is city development you just shouldn't do it. You're better off putting your effort into the CoM where your club gets 120 simcash each if you make it to the legendary chest. That simcash can be spent on buildings, parks etc (= city development) or Vu Houses (= Vu items = golden keys = city development).
