I'm very sorry to hear you're having difficulty getting your game to load and I totally understand your frustration.
I have a few questions, (please bear with me), so that I (we) can better understand what is happening here, and how I (or another member of the community) may be able to help.
1. Is the game installed on your device, or will it just not install?
2. If SCBI is downloaded and installed is it trying to get you to begin a new city?
3. If the game is installed and trying to get you to begin building a new city, have you tried following and playing through the tutorial until the settings icon appears, then logging into Facebook, Google Play, or App Store, (wherever your original city was backed up or linked to) and then selecting the "old city" backed up in the cloud?
4. Do you have enough free Memory and/or Storage (RAM) on your device?

It’s not trying to get me to download.!I have uninstall & reinstalled multiple times & done the tutorial. Once I connect to Facebook it’s won’t open after the initial loading start up screen.I tried on my old Android phone as well.
I cleaned out my storage so I’m now at 4.2 out of 59 MB so I’m good there.
last night it opened briefly I was able to do a few tasks. When I would travel between regions it would kick me out.
I am now not able to get in again.

Do you have Facebook downloaded and installed on the same device and is the Facebook account logged in as the same user associated with the city you're trying to access?... Sometimes a friend or relative might use our device and log into Facebook with a different account, one not associated with SCBI.

The best thing I found that might help solve this issue is from this post here in which the accepted solution says
It's also possible that there might be a problem with your Facebook permissions. If this is the case, please:
1) Make sure you're logged out of Facebook in the game
2) Delete the existing permissions by visiting your Facebook account from a non-mobile device and clicking 'Settings' > 'Apps' > Then hover over 'SimCity BuildIt' to see the 'Remove' option appear. (You might need to click 'Show All' below the Apps section if you don't see SimCity BuildIt appear straight away)
3) 'Remove' the app from this Facebook Apps list (please note, this will not delete your saved city!)
4) Go back into SimCity BuildIt on your device, then re-connect to Facebook. The permissions should then reappear.Hopefully this will fix it. If not I would definitely do what @never2old2game said and contact the support team. If you do contact them by the website that was linked make sure to include information like what device your playing on, what OS and OS version it is, what version of the game you have, your player ID, and language. These are all included when contacting from in game and it can help them solve the issue.
