In sims city build it, can't make pink paint!

My factory won't allow me to make the pink can of paint in order to upgrade a lot of my homes. I'm above level 16 but I can't figure out what other requirements I need. Please help!

    Look at the requirements: 1 star and level 16.

    Your factory has no star. Upgrade the factory to get a star
