Is this some kind of bug?

I think there is a bug because I never had this problem with my other account on my phone but all of a sudden I am not allowed to upgrade or add any houses because it says my zones need to be upgrade...

Nope that didn’t work it still says I can add any until I finish the zone but there is nothing to upgrade for buildings

SimCity Buildit crashes constantly
Game keeps crashing when trying to access services. When I try to open roads, etc this is what I see! Very frustrating. I totally reinstalled the game and did all the suggested fixes to no avail.
