Is this some kind of bug?
I think there is a bug because I never had this problem with my other account on my phone but all of a sudden I am not allowed to upgrade or add any houses because it says my zones need to be upgrade...

Try emailing the EA help desk?
I did they said to try here and report it as a bug but that source doesn’t exist when I try. And the feedback here isn’t helpful when I’ve done everything and I still can’t add two more houses. I just keep going in circles and they said they couldn’t find anything wrong with my account so I’m not sure what to do. Everyone is happy and covered in what I’m allowed to have since I can’t get past level 16.
