Modding Sim City 5 with EA App

Hey I just now discovered that there are mods for Sim City 5 and I went to install them but I cannot locate a folder named SimCityUserData\Packages apparently this was in the Origin folder. Does anyone know where the equivalent would be in the EA App? I reinstalled Origin but the whole thing is borked right now and I can't even load my games.
