Multiple Layout and Edit mode
I suggest adding a feature for multiple city layouts, allowing players to save and switch between different designs . Additionally, a dedicated "Edit Mode" would be helpful for making layout changes...

@GrumpyBedlam you can create several cities... so then you have or can create different layouts...learning from every city you have... the final version would be maybe the best one without any mistakes or errors in creating...my second city is already better than the first one... and maybe when the game doesn't f* me up with all the cheaters and scammers...i will build a third one...let's see..

I'm still learning.
I'm always tweaking something in my Capital or Regions.
I don't need or want what the Op was suggesting.
I don't think it would benefit my game or anyone else's.
