Is the new rule about inactive members during a club war posted/clarified anywhere? There does not seem to be an IG mechanism that archives old messages, and active members in my club all have a different take on what the new rule means.

We had first war with it. Once all cities are shielded, have 3 hour timer and you lose by default. Even if you are leading by score. Once one city comes back out timeout resets if shielded again.

So you cannot go to sleep if you start a war... great.
That only works if you want to do that, we do not, we have a club and have no intention of changing the membership.... so are suddenly penalised for being in the same time zone. So now, getting up in the middle of the night to dome the opposition is the game. Not good.
