From my experience, there is not an easy way to do this. I have "re-organized" my city several times and it needs to be re-organized again. Like you, I have earned and plopped down specialized buildings wherever I could to fit them in. I truly believe that my population could gain 100k citizens or more by this effort. My population went up the three times before because of re-organization.
I think EA should program a "time out or suspend function", kind of like flipping a switch off so that this could be possible. As of right now one has to watch out for Sim approval, placement of city services, and road destruction all with the city being "online".
We need a scenario where we could suspend our cities while performing this re-organization. Like opening up land temporarily outside city boundaries to move buildings, landmarks, parks, and beach and mountain items into.
In addition, we need a tool to move roads not to destroy them and start over. I have spent $1,200,000 on road upgrades, we should not be penalized by having to bulldoze the roads but instead favor us by giving us the ability to move them.
Also, suspend Sim approval until we are satisfied with our re-organization efforts. Finally yet importantly, could EA give us better hindsight or clues as to which placement of buildings would be more efficient than another scenario? Maybe this has to be a part of that re-organization effort. Build your city a particular way, record the results and then do it all over again in an attempt to find a better way.

- Anonymous9 years agoI agree 1000% with the above post. I have over 2 million population in my city. I have no room to expand at this point. I'd love the opportunity to reconfigure my city but I can't move things around easily. If there were a way to reconfigure to optimize the city.... a practice area... or even an additional temporary area to move buildings around, that would be amazing
- Anonymous9 years agoAgreed. A "temp" zome would be great, or the straight up ability to store habitable buildings. Or, for those of us who are completely maxed out on space, add more/new zones.

Not here for the "xp" or to earn accolades for myself. Just trying to "spread the word" about having this kind of function within game play.
Maybe if we get enough players talking about it; EA will do something about it.
