Hi, I have sinilar problem. I have high land value and wealth forecast is Luxurious home for 90% of the properties. Happiness at 98% but still not getting hard hat. Anyone can give some pointers?
After doing more readings and playing, finally understood that once a building has reached its maximum upgrade you will not get the hard hat again. To get those luxurious building you have to rebuilt on a land that has "luxurious homes" forecast and "high land value".
