So your saying its maxed out for it's level? It got really difficult as didn't have money to get services etc to start a new zone, I've only got one skyscraper and apparently I have loads of ready to upgrade places in richer zones but none coming up except for new builds!
You don't max out buildings until you have upgraded it about five or six times to the max size - then you do not get another "hardhat" since it is at the max size.
