No population growth with upgrading

Actually, every building can be upgraded 5 times and then it is at it's maximum level.

First 3 upgrades are stingy with increase in the number of residents (increase is less than 300 or so) and only last two are ok.

What i noticed is that after 3 upgrades, it would have the appearance of a building that i've upgraded 5 times. Then the hard hat won't appear anymore...
