It just shows you temporarily, what a population boost possibility is, if you don’t place it it goes back to the original, also it’s capped for everything population wise ie: if you put 5 landmarks right next to one another you’ll notice the population boost drops down to nothing. Hope this helps
Yes, the pop is temporary, but the achievment stays at the projected population, so you can exploit it to finish the achievment faster than you normally would.
