Hi @m3rs0x - If you wiped your phone, you can only recover your city if you saved it online. Any offline progress, the data is not there anymore and unfortunately you won't be able to retrieve your city. 

You might have a chance if you only deleted the apps. You could try reinstalling the app and playing through the tutorial - the game might find your city after that.
