Can you imagine a situation when say club consist only 5 members with 12 energy each. When war starts everyone shoot 6 times by 200 so giving 1200 scores each then 6000 scores for a club. Opposite club is much bigger and there are plenty targets. Bigger club can shoot back immediately but only to maximum lives of small club. It is 5x 1000 only which will gives 5000scores to big club. Small club can do nothing, they dont rebuild because they will win 6000 vs 5000. When you have 6 energy at the start this would be impossible
