Re: Contest of Mayors a major disappointment - EA fails again

There is a hint about how this works if you tap on the zone that has the yellow hard hat icon. If it has not been built on before, the title says 'London/Paris/Tokyo/Residential Town Zone'. However, once you build on it once, the title reads 'Upgrade Building'. Unless the title reads 'Upgrade Building' prior to building on it, it is not considered an 'upgrade' in the contest.
