I have my cactus Canyon filled with almost 100 omega homes. Same deal as with the Capital. You can start building 🙂 The only difference is that you do need the regionals (so in my case the gas station in cactus canyon). Good luck mayor!
You can access OMEGA Storage and upgrade it from a region
You can check bank balance but CAN'T upgrade banks from region
