I leveled up too quickly without realizing how hard it would be to get parts later on.  However, I've been expanding by putting a priority on dozer parts. So if I'm trying to build a new hospital or something and I see a dozer part in HQ, I'll buy it and accept the fact that the hospital will have to wait a little longer.

Personally, I think of a "supply city" as cheating. That's not a judgement on those that do it, it's just how I see it, and I prefer to play legitimately. It IS possible to fully expand playing normally, as long as you have a little patience and always buy dozer parts whenever you see them.  I'm not fully expanded yet (I have a dozen squares left to unlock) but that's okay, because I have way more space than I'm currently using, and I'm unlocking a new square every couple of days.
