You need to place them far away from residences. When you select a garbage dump, it will show a brown outline of how far its pollution goes, that's your guide for how far away to have it. If you need to have it closer to residences, you can try placing gardens but you'll probably be stuck at an approval rating lower that 100.

Hi I am having this same issue, but when I move it away, it stops covering everyone...and I am only moving it across the street. Any suggestions?
