@TashHarris098 you should be able to join a mayors club if your city level is above 18. Some clubs set requirement for city level, CoM level and war level. Make sure you are also above those levels when you join.

I am also facing the same problem.. I have reached level 18 but still unable to unlock Mayer's club
@RaviPujar How old are you? If you are a minor, you can’t access to the social features (mayors club, global trade, Facebook connection) in the game.
If you set your age lower by mistake, contact to help desk do they can fix it for you. But this may takes weeks or even months...
You can also restart a new city, this may be faster.
