In order to produce Fans, you must first unlock the Limestone Cliffs Region, place the Mulberry Grove Factory (where Silk is produced), then place the Silk Store (where the Fans are made).

Canned Fish can be produced in Frosty Fjords. First the Region must be unlocked, then place the Fishery, just as @mate54 stated (where the fish are produced), then place the Fish Marketplace (where the Canned Fish is produced).

These pop-up offers you are receiving are auto-generated.

@never2old2game Oh, I completely forgot about Fans from Limestone Cliffs; I don't have that region unlocked yet in my game.

@qquj6ohrudly If you plan to unlock any regions, I highly recommend waiting until you have lots of storage unlocked (preferably all of it, if you are close to maxing out your storage), since new items will take up a lot of space. You can always reject offers for items you don't have and wait for new ones. Either way, it is better to sell regional items for Regional Simoleons, since those are more difficult to earn.

I agree with you on both counts:
☆ Have all possible storage slots unlocked prior to unlocking the next Region.
☆ It's nearly always preferable to accept Regional Simoleons over regular Simoleons in exchange for Regional items.
