Has your daughter completed the tutorial phase of SC BuildIt yet? If not, that may be the reason she's unable to save her game progress to her Apple account. A valid email account, probably different from yours and linked to the Apple Game Center, (or whatever it is they call it, lol...I use Android, sorry 😳), will likely be needed.

If you'd like her to join your club, try having her visit the Mayor's Club Island, click "search" and enter your club's name. If your club's name does not appear, she may not meet the club requirements, i.e. City experience level - white on red number, upper left corner of screen, Contest of Mayors Rank - number in green hexagon found at Contest HQ Island , War Rank - white on green number with gold shield rim found on Club Wars page by clicking white star on blue circle icon at lower left corner of screen. (YES, I do realize that this is not the only way to find this info, but it may be the simplest for newbies who may have this same question so please be patient and please, please do not take offense). Also, the club may already be full, and last but not least, you are correct in thinking if all other requirements are met and she is still unable to join your club, it may be the age thing.
