My population is sitting at 26,808.
I upgrade a building that promises a boost of 154.
Immediately my population drops to 26,684, which is a loss of 124.
When the upgrade is complet, my population rises to 26,868.
Total increase of 60, NOT 154 as promised.
Somebody out there can't count.
Let's try that again, just to be sure.

Upgrade increase indicated: 154
Immediate loss: 130. Pop: 26,738
Final increase: 62. Pop: 26,930.
