having the same issue.  what I can tell so  far is that you have to provide your old cities player ID and submit a ticket to EA with your new cities player ID and have them replace the old on.  however, each time I try to submit a ticket I get an error saying that they are repairing the site and this feature isn't available at this time.  check back later
