Library is Education, Stadium is Entertainment. They would not have Epic items when you're doing a Transportation Epic Project. Only Transportation buildings will.
See pic, This says the Specialization I will be working on is Gambling if I select it, so only gambling buildings will show up if I do this Epic Project. There is a "Change Specialization" button there as well. If you would prefer to work on a different specialization, you need to click that to change to a different Specialization.
