Freeze should not be allowed within last hour of war. It’s a coward move just like the old school method of getting ahead early and then bubbling up.
Either remove Freeze, restrict its use or create a way to counter it.
Utter * to give players an opportunity to spend money (an individuals own choice) but then have a way that prevents said player from using purchased items.
