I have a road that says cannot upgrade…i already bulldoze and restarted and for some reason doesn’t allow me to go to avenue or even maglev. is the only one in the city… what can i do? Im starting to lose people because of that
Do you have something like the elevated promenade, modern greenway, or aqueduct crossing one of your roads? That is the only thing I can think of besides level that will prevent someone from upgrading their roads.

Yes !! I do!!! Thanks for the solution. Didn’t know that will limit upgrades for roads.
so, I should wait until I go maglev to add those aqueducts
The aqueducts won't place over Streetcar or Maglev roads. Not sure why, I think it's a dumb restriction, one I think was unintended.
Streetcar and Maglev roads have overhead structures that you cannot place landscape items over the top of.
