What's the point of a mayor contest when hackers can plop down as many platinum key buildings as they want?

How do the leagues work? I didn't think everybody started on neighborhood league for some reason. I actually thought there were already people in town and metropolis league because maybe their level or population was higher.
Yes, I noticed that too, when I began the contest, some were already way up there, so ridiculous.
